ILLOWA LEAGUE CONSTITUTION

 

ORGANIZATION

The name is derived from the two states (Illinois and Iowa) of the original members.

Purpose

To have fun in friendly competition.

To obtain realism in statistics.

MEMBERSHIP REQUIREMENTS

Each member shall strictly comply with all league rules and dates set forth in this constitution. The manager shall be timely and fair in all league activities.

Each manager shall comply with all instructions and manage opposing teams to their best advantage where instructions are unclear and nonexistent.

Each manager shall vote on all league matters requiring a vote and otherwise participate in all league activities.

Each manager shall pay dues as set forth by the league president. ($10.00)

Failure to observe any on the rules shall constitute cause for reprimand, forfeiture, and or expulsion.

The President shall be the arbitrator on any problem, unless directly involved; in which case the Vice-President shall arbitrate. All members shall abide by the decision. Appeals may be made at league meetings, where a 75% vote is required to overturn the decision.

GENERAL RULES

Games and cards

The league shall use the regular APBA game cards and XB's, that the league will purchase each year.

The league shall use the "APBA" basic game rules, including the advanced rules and those set forth in this constitution.

If both managers agree the "Master Game" or "Computer Game" may be used for an entire series.

Amendments

Amendments may be made before the start of a season by a majority vote.

Rules on player usage shall go into effect for the following season by a majority vote. For a player usage rule to go into effect for the current year, a 75% margin must be achieved in a subsequent vote.

The season shall consist of 162 games. A balanced schedule will be used.

Two 9-game series against each team within your playing region.

Three 6-game series against each team outside your playing region.

RULES OF PLAY

Charts

An "Error Card" will be used in all base situations. Please see accompanying chart. With the "Bases Empty" the play result of "18" is changed to ground out if the Shortstop is rated a "10". With the "Bases Empty" the play result "20" is changed to ground out if the Secondbaseman is rated a "9".

An "Unusual Play Card" will be used with runners on base. Please see accompanying chart. With no runners on base the play result of "23" and "41" will be changed to "Foul Ball".

 

Limits

Non-Pitchers shall be restricted to their actual number of games and at-bats for the season being played.

Players are restricted to positions in the following manner.

The first position listed on a player’s card is unlimited except for Rule (4.B.1).

If a player played 40 games (inclusive) or more at a position, he is unlimited except for Rule (4.B.1).

If a player played 10 to 39 games (inclusive) at a position, he may play 40 games there, except for Rule (4.B.1).

If a player played 1 to 9 games (inclusive) at a position, he may play 10 games there, except for Rule (4.B.1).

If a player has a position on his card that he did not play, he may play 1 game there.

If a player played a position not listed on his card, he is rated according to the "APBA" boards and is limited by Rules (4.B.1,4.B.2.a,4.B.2.b,4.B.2.c,4.B.2.d).

If due to an injury a player is required to play a position not on his card, he is allowed to play without penalty at the lowest rating.

Pitchers are restricted as follows

Non "D" pitchers are limited to their actual number of starts, relief appearances, and innings pitched.

"D" pitchers are limited to twice their games and innings. They may also be used in relief.

"D*" pitchers are limited to twice their games and innings. They may only appear in relief.

Pitchers are limited to one start in each half of a series. With a maximum of 42 starts for "D" pitchers.

If due to an injury a starter may be used in relief without penalty, this does count against his limits. No abuse of these rules will be tolerated.

Board Changes

Rainouts shall be ignored. The dice are re-rolled using the same player's card.

On the "Hit and Run" the batter is required to have 2-31's to attempt to hit and run. When a stolen base occurs, a stolen base chart shall be used. Please see accompanying chart.

When "Sacrificing" with a runner on second base, change the result "8" against a Grade A or B pitcher to "same as 28 below".

When "Sacrificing" with a runner on second base, change the result "9" against a Grade A, or C pitcher to "same as 26 below".

When the infield is played "IN", the "team infield rating" shall be used in place of the individual players rating.

Injuries

If injuries occur, the player is out his "J-factor". Example a "J-1" is out for 1 game. A "J-2" is out 2 games. An injury does not carry over to the next half series.

 

PLAY-OFFS and WORLD SERIES

Play-Offs

The first place team plays the fourth place team, and the second place team plays the third place team in a five game series.

A tie for the last play-off spot will be broken with a one game play-off. The team with the better head to head record is the home team.

In case of a tie between other play-off teams, head to head record is used to break the tie, then record versus all play-off teams, and then a coin flip.

The team with the better record is home for games 1, 2, & 5.

For any round of the play-offs, if a pitcher starts the last game of a series he cannot open the next round.

The winners of the play-offs go to the World Series, which is a seven game series.

A four man rotation must be used (1-2-3-4-1).

Any pitcher who pitches over two innings in relief must rest one game and each additional inning requires an additional day's rest. Starters must not have pitched in the two previous games nor pitched in the following two games. Any pitcher violating this rule shall be rated a "D" (W))"

Relief pitchers are reduced a grade for every inning over three in two consecutive games.

If a starting pitcher was not eligible to relieve during the regular season, he can relieve now.

For "Rookies" only. A "J-3" can play four games max in the field. A "J-4" can play two games in the field.

World Series

The World Series is the best of seven games. The team with the better regular season record is the home team in games (1,2,6,7). In case of a tie, see tie breaking rule (5.A.3)

A fourth starter must be used in game six, if not before. Starters cannot pitch the two games before or after their start. Any pitcher violating this rule shall be rated a "D (W)".

Any pitcher who pitches over two innings in relief must rest one game; each additional inning requires an additional day's rest. Any pitcher violating this rule shall be rated a "D (W)".

Relief pitchers are reduced a grade for every inning over three in two consecutive games.

If a starting pitcher was not eligible to relieve during the regular season, he can do so in the play-offs.

For "Rookies" only. A "J-3" can play six games max in the field. A "J-4" can play three games max in the field.

THE PENALITY POINT SYSTEM

Penalty points will be assessed for instances of the following.

Instructions (for mail games) must be postmarked by the first on the month.

Results of mail games must be sent to opposing managers by the 20th of the month.

Team statistics must be sent to the "Newsletter Editor" by the 28th. These statistics must include games played at limited positions.

One penalty point will be assessed for each day late.

Over usage of players will be assessed one point for each "Game", "At Bat", "Games Started", "Games Relieved" and "Inning" over used. The only exception is over usage due directly to an injury.

 

THE DRAFT

The number of players that do not receive "Eligible" cards from the APBA game company determines the number of draft picks each team receives.

"Eligible" cards. Any player carded by the APBA Game Company (30) and meeting the following requirements.

If a player is under 125 AB's he is not an "Eligible Card". 125 AB's and over is an "Eligible Card"

If a pitcher is under both 21 games and 50 innings he is not an "Eligible Card". 21 games and over or 50 innings and over are "Eligible Cards".

The draft order is the reverse order of finish. Example (10, 9, 8, etc.)

Anyone not receiving an "Eligible Card" (see Rule (7.B)) cannot be drafted.

If a team has zero draft picks he may drop one player before the draft and receive his first round draft pick.

If a team receives zero or one draft pick and has zero penalty points and sends an article with their stats every time, they may drop one player for an extra round pick.

There can be no trades for future years.

The following categories are available for the draft.

Any "Eligible Card" (see Rule (7.B)) listed as a "Rookie" by "The Sporting News" and not already in the Illowa league.

Any "Eligible Card" (see Rule (7.B)) that has never been available for the Illowa League Draft.

Any manager wishing to keep a player not receiving an "Eligible Card" on his roster must declare so before the draft. If that player receives an "APBA Card" his Card may be used.

THE HALL OF FAME

There shall be a "Hall of Fame" with worthy inductees voted into the "Hall of Fame".
